Закончил Нижегородскую архитектурно-строительную академию, а затем Белорусский театрально-художественный институт. Участник городских, зональных, республиканских выставок с 1985 года.
Большое влияние на становление С. С. Барскова как художника оказали Академики Ю. П. Кугач и М. Ю. Кугач, под чьим руководством с 1989г. по 1994г. он работал на Академической Даче и был активным участником легендарного Товарищества художников &"Москворечье&". В 1992 - 97г. организовал серию выставок &"Москворечья&" под общим названием &"Современный русский реализм&" в Германии(Гамбург) и Испании(Валенсия-Барселона-Мадрид-Таррагона) в которых участвовал и сам, как экспонент.
С 1994г. С. С. Барсков работает в Барселоне(Испания).
Провел более 20 своих персональных выставок в престижнейших галереях Испании, а также во Франции, Бельгии, Италии, Великобритании и Германии, а также был участником более 60 коллективных выставок и арт-шоу по всему миру (Лондон, Нью-Йорк, Сингапур, Мельбурн, Джакарта, Гонконг. . . ) Был финалистом и победителем ряда Международных конкурсов живописи, среди которых можно отметить Гран-При на конкурсе &"Colors 2000&". Барселона(2000г), 2ю премию на 1м Международном Биенналле в г. Алтафулье. Таррагона(2007), Премию Лоренцо Медичи на Международном Биеналле во Флоренции.
Картины С. С. Барскова находятся в музее Нижнего Новгорода, музеях Испании и Италии , а также во множестве частных и корпоративных коллекциях по всему миру.
Излюбленным объектом изображения для художника является Венеция, и его картины на венецианскую тематику столь популярны, что арт-критики часто называют Сергея Барскова &"русским Каналетто&"
